style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">为进一步加强我区住房保障工作,建立健全住房保障体系,规范保障性住房管理,切实解决中低收入家庭等群体的住房困难,根据住房和城乡建设部、财政部、国家发改委《关于公共租赁住房和廉租住房并轨运行的通知》(建保〔</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">178</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">号)及江苏省住房和城乡建设厅、省财政厅、省发改委《关于全面推进公共租赁住房和廉租住房并轨运行的实施意见》(苏建房保〔</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">2014</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">〕</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">20</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">号)等文件的有关规定,结合我市实际,制定本细则。</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">第二条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">本区范围内公共租赁住房和廉租住房实行并轨运行,并轨后统称为公共租赁住房。公共租赁住房资格准入和申请受理程序等,按照现行的廉租住房和公共租赁住房各项政策执行。</span></p><p><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;&nbsp;&nbsp;&nbsp;第三条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">公共租赁住房保障坚持房源统筹供应管理,租</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">补结合,梯度保障的原则。</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">第四条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">政府原用于廉租住房建设的资金来源渠道调整用于政府投资的公共租赁住房(含在建廉租住房)建设;原用于租赁补贴的资金,继续用于补贴在市场租赁住房的保障对象。</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">第五条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">区住建局应当加强对社会投资建设的公共租赁住房建设、分配、运营等情况的指导和监督管理,将其纳入保障性住房资源实施统筹管理。</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">第六条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">政府公共租赁住房租金标准由市物价部门会同市房管局按照略低于同地段、同品质、同类型住房市场租金水平确定,并按年度实行动态调整公布。</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">第七条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">政府提供的公共租赁住房的租赁对象由城市低保、低收入家庭逐步扩大到中等偏下收入住房困难家庭。根据不同收入,实行分类,按照困难程度优先安排省级以上奖项获得者,病残疾人和低保、特困职工家庭进行入住。对中等偏下、低收入、低保、特困职工家庭统一按照低于市场租金的</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">10%</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">收取租金;</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">对符合条件的城镇新就业无房职工和稳定就业的外来务工人员主要通过企事业单位等建设的公共租赁住房予以解决。</span></p><p><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;&nbsp;第九条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">根据租补结合的原则,对符合条件的低保、特困职工、低收入家庭,政府也可通过发放租赁补贴方式予以保障。补贴额度按照城镇低收入住房困难家庭现住房面积与保障面积标准的差额和每平方米租赁补贴标准确定。租赁补贴标准由政府</span><span style="text-indent: 43px; font-family: 宋体; color: rgb(51, 51, 51); font-size: 21px;">根据市场租金水平动态调整。保障面积标准为(以建筑面积计算):每人</span><span style="text-indent: 43px; font-family: 宋体; color: rgb(51, 51, 51); font-size: style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">本办法施行前已建成并分配入住的廉租住房统一纳入公共租赁住房管理,其租金水平仍按原有租金标准执行。</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">第十一条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">区住建局应会同民政局对保障对象的住房、收入等情况实行年度审核制度和日常巡查制度。</span></p><p style="text-indent:43px;line-height:40px"><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">第十二条</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">&nbsp;</span><span style=";font-family:宋体;color:rgb(51,51,51);font-size:21px">承租对象收入发生变化但仍符合准入条件的,及时调整其相应的租金减免档次;收入不再符合准入条件的,应及时退出承租的公共租赁住房或按市场租金收取。</span></p><p style="text-indent:43px;line-height:40px"><span
